Establishment of a full-cycle agricultural complex in Northern Kazakhstan
03.01.2026An investor initiated a project to develop a 4-star hotel and health resort in a unique location of the Kyrgyz Republic, focused on medical tourism for patients from across Central Asia. To assess the investment attractiveness of the project and prepare it for financing, the client engaged Stratton Business Consult to develop a comprehensive business plan. As part of the project, a comprehensive analysis of the tourism and hospitality market in Kyrgyzstan was conducted, including an assessment of target customer segments in Kazakhstan and Uzbekistan, the international and national competitive landscape of sanatorium and resort facilities, as well as key features and trends in medical and wellness tourism.
As a result of the consulting project:
- Target guest segments were identified, the market size was assessed, and the positioning of the facility was defined.
- A concept of a 4-star hotel and health resort was developed as a multifunctional complex with a room inventory, medical block, SPA zone, and related infrastructure. The core service offering was defined, including accommodation, medical treatments, SPA and wellness services, catering, tourism services, and additional amenities.
- A detailed financial model of the project was developed, reflecting the operating model and the revenue and cost structure of the complex, including room operations, medical and wellness services, food and beverage operations, operating expenses, and capital expenditures for construction and equipment.
- A scenario-based analysis of project efficiency was conducted. The dynamic model allows for the evaluation of key investment performance indicators (payback period, NPV, IRR, PI) under various occupancy, pricing, and service mix scenarios.
- An investor- and bank-ready business plan was prepared. The document was adapted to the requirements of financial institutions and can be used in negotiations to attract financing.
The business plan became the foundation for preparing the project for financing.
